CHTML is a JavaScript that creates real elements from HTML code contained in comments of the form <!--(CHTML) ... -->.

It is used here to show admin links only when JS is activated and a specific cookie is set. This avoids many requests for edit pages and the like from people who aren't admins. Obviously this model isn't appropriate for a wiki where most pages can be edited by most people.
